『健全男女関係推進法』少子化、晩婚化が進んだ日本で健全な男女関係を取り戻すために作られた法律のはずだったのだが、『毎月20日女性は、上半身は胸が露出した服装で、下半身は下着が見える様、スカートは股上5cmを超えてはならない』など、誰も予想だにしないとんでもない法律が発布された。主人公の香川ひまりは、異様に丈の短い制服に着替え家を出るが、いつもとは違うエッチな日常が始まる。
