Fubuki and her fleet always stuck to mock battles on base.
Comprising light cruisers and destroyers they couldn't beat anyone else,
and even headquarters was starting to abandon them.
That's when Fubuki said she wanted to get into a real war and improve her status.
She had a reason.

"I don't want you to leave, commander!"

By playing it safe, Fubuki and the Admiral could always be together.
That was her dream, but without war, she'd lose him anyway.
The Admiral revealed his own dream, too...

"I want to return the sea to tranquility, and look upon it with everyone."
