His father is involved in numerous business ventures and wields a great deal of political power, and it's only thanks to that power that Kyouda's crime was not made into a bigger issue. The hypn*tic device Kyouda stole is a prototype from one of his father's medical companies.

Kyouda doesn't have a job and mostly spends his time bumming around town like a hooligan.

Hypn*tic Device PX1506-771

A prototype medical device created by one of Kyouda's father's companies. It uses special frequencies to control people's thoughts. In other words, it's a tool to make someone completely obedient to the user.

It looks like a smartphone, but is unable to make calls. It does, however, have connectivity functions that allow it to synchronize with phones and send signals to large numbers of people. The user can set a limit to the hypn*sis, but if none is set then the effect will continue indefinitely.

Its main purpose is as a mental health device to scan deep within the minds of troubled patients. To do this, however, it needs to hypnotize them... so the device has great potential for misuse in the wrong hands. For this reason its development was abandoned, and until recently it sat forgotten in a warehouse.

Somehow Kyouda heard about it and took it for himself.
