This is a twist on the urban legend that's part Ringu, part Poltergeist:
Stare at a screen with static snow and she will appear.

A guy who is depressed about bullying at school calls on her.
She climbs out of the TV and gently reassures him, like a loving mother.
She may be dead and dreadfully creepy, but she's also tender.

"You poor thing.
It's okay, you're not bad.
The bad ones are the weak jerks who tease you.
I'll make you feel good and happy again."

A slightly sad, definitely ecchi story.
